Foreword

ITU (International Telecommunication Union) is the United Nations Specialized Agency in neuro-scientific telecommunications. The CCITT (the International Telegraph and Phone Consultative Committee) is a long lasting organ with the ITU. Some 166 member countries, 68 telecom working entities, 163 scientific and industrial companies and 39 international organizations participate in CCITT which is the entire body which sets world telecommunications standards (Recommendations).

The approval of Recommendations by members of CCITT is covered by the method laid straight down in CCITT Resolution Number 2 (Melbourne, 1988). Additionally , the Plenary Assembly of CCITT, which usually meets just about every four years, approves Advice submitted to it and establishes the analysis programme intended for the following period. In some parts of information technology, which in turn fall inside CCITT's purview, the necessary specifications are prepared on a collaborative basis with INTERNATIONALE ORGANISATION FUR STANDARDISIERUNG and IEC. The text of CCITT Advice T. 81 was approved on 18th September 1992. The identical text message is also posted as ISO/IEC International Standard 10918-1.
